New exam, CT-TAS, Test Automation Strategy

SSTB can now offer an exam for CT-TAS 1.0, Test Automation Strategy.
It is based on the existing Test Automation Engineer (CT-TAE 2016) where the strategic content has been further developed and is now included in CT-TAS while CTAL-TAE (Test Automation Engineering) has now been developed and focused on test automation engineering.
